Bug Description
Some menu links cannot be moved into the main content because the operation modifies unseen content, or the entire object. Examples include:
Change password
Change Details
Review Project
Administer <object>
There may never be more than 3 such links for any object. A portlet should be responsible for rendering them.
We can construct a new menu, or annotate/modify Link to indicate that an action is a global modification.
