inotify has no /dev/inotify device

Bug Description

While the preferred method for accessing inotify is through kernel calls, it would be nice to support the older framework as well.

Confirm that this is the behaviour, not commenting on whether supporting /dev/inotify would be good or not. Also, this is wishlist.

This is really an issue for udev, but I think it's one that will not happen. Rejecting on udev's behalf.

Why is it an issue for udev? The kernel doesn't generate any kind of kobject for an inotify device, so udev won't create one.

I thought there wasn't even code for managing those in the kernel now?
