timezone change reflected only when hour displayed change

I am using the Live CD version of Ubuntu 6.06 Beta 1.

Confirmed on current dapper.

Re-opening this is still an issue in Gutsy, and we are getting some reports about it, it works if you change the "hour" but it doesn't works if you change the timezone, you still need to wait a minute

I still have this issue on Gutsy:
When I choose another timezone, the hour is not immediately updated.

May someone could try to reproduce this with Intrepid ?
