kcontrol postinst fails on Breezy->Dapper upgrade

Bug Description

/var/lib/dpkg/info/kcontrol.postinst says:
#! /bin/sh -e
...
        rmdir /etc/hotplug/usb 2>/dev/null
        rmdir /etc/hotplug 2>/dev/null
...

However, some packages have put some files in /etc/hotplug/blacklist.d/ hence the second rmdir will fail the script.
