Usage of themed app icons

Bug Description

Right now the setup tools don't use application icons from the icon theme for launchers, making them look somewhat out of place with other themes than the default gnome theme. As the default theme on ubuntu is now "human", this should be fixed.

i propose using the following icons from icon themes:
users-admin: config-users.png
shares-admin: gnome-fs-share.png
services-admin: gnome-fs-server.png
network-admin: gnome-fs-network.png
disks-admin: gnome-fs-blockdev.png *
time-admin: config-date.png *

The two icons marked (*) currently don't have matching icons in human/tangerine/tango, but getting those in should be easy if gnome-system-tools was changed to be icon-theme aware. Those two will use the same icons as they have now, only from the icon theme and will pick up new ones as soon as they land in tangerine or human.

I also have those in 22x22 and 16x16 sizes.

Nice! Feel free to attach the smaller-sized versions as well =)

The icon for users-admin is clear, but how about the other 3? While the base icons work quite well, they could all use some "admin touch", perhaps adding some tool too each of those?

     - use only one patch for desktop changes to the package
     - use themed icons suggested by Michael Monreal <email address hidden>
