banshee shouldn't have hard dependency on gst-plugins-ugly

Bug Description

The banshee package in Universe has a hard dependency on gstreamer0.10-plugins-ugly, when it work fine without that package installed. If it were demoted to "recommendeds", it would be possible to install Banshee without having the -ugly plugins installed.

this is fixed with 0.10.10-3 in edgy
