Bug Description
As seen in OOPS-1348EA292:
ValueError: No JSON object could be decoded
It's only seen in edge now, we had 66 occurences yesterday.

I suspect this is due to some changes to how diffs are going to be in 3.0 and that it only affects users of the Merge Analysis Daemon.
