apt-get build-dep wine fails with "libicu28-dev uninstallable"

Bug Description

Binary package hint: wine

It seems that Wine still build-depends on the libicu28-dev package found in Breezy but not Dapper. This needs to be replaced with libicu34-dev.

This can be fixed by uploading the newer Wine packages I've made, or by fixing a the bug in apt-get (it's not smart enough to figure out OR commands when doing apt-get build-dep)
