Obscure langpacks are automatically installed

Bug Description
After choosing Kurdish (kurdî) from the boot menu of the Dapper Beta 2 Desktop CD and booting up, opening the language selector leads to the automatic install of obscure language packs like bn (Bengali?) and zh (Chinese).
This has been reproducible on several computers. On one Ubuntu even claimed that the locale (ku) was not existent, immediately after booting up and without any intervention from my side.
I also realized that a lot of unneccessary locales are created like fr variants, en variants and de variants.
