Disable +filebug redirection for apport

Bug Description

The new bug reporting scheme that redirects people to the wiki to get instructions on using ubuntu-bug should not apply to apport. If there is a problem with ubuntu-bug, users need to be able to report it.

I think that makes sense, but I'd like to know what the Ubuntu QA team thinks about this.

If you say so. It seems pretty self-evident to me that requiring the use
of a particular tool to report bugs on that tool is not a recipe for
success.

This has actually been disable for all packages including apport.
