Screensaver unlock dialog prints 2 asterisks instead of 1 for non english characters

Bug Description

Binary package hint: kdebase

I addition to English I have Russian keyboard layout configured in KDE. If the screen gets locked with the screensaver and the the Russian layout was active the unlock dialog shows Russian as the active layout. When I try to type my password, 2 asterisks are shown instead of 1 for Russian letters.
I use English character password and never used Russian one because of the possible i18n issues with passwords and suspect that their do exists because of the 2 asterisks.
Also, I have "Switching policy" configured to "application" in kxkb and thus every new application gets English layout because it is listed as the primary. Having the last used layout of Russian is counter intuitive in this situation with unlock dialog.

Bug 82275 reports the same issue, and is now a bit more detailed than this one, so I am marking this as a duplicate.

Please file a separate bug about the switching policy issue.
