Can not set background picture for kdm

Bug Description

Binary package hint: kdebase-workspace

In the systemsettings for kdm there is the tab "Background".
There is the radiobutton "Picture" with an empty combobox and an open file
dialog icon.
When I use the open file dialog to select a picture nothing happens. This way
it is impossible to set a background picture.

Upstream thinks that this is a Ubuntu specific bug:

We aren't patching anything in the user interface that should make the file dialog not appear.

It's not the file dialog that does not appear, its the picture selection that does not work. I can reproduce this issue with a fresh installation of Kubuntu-9.10 Beta. Please do not mark a bug as invalid without testing and verifying yourself that the issue isn't there.

Sorry for being so slow on the uptake... Do you mean by "it's just not our issue" that:
1) the problem demonstrated in the video is not the problem reported here
or
2) you are not responsible for the issue (i.e. it is an upstream bug)?
