ls -l /usr/lib/libicui18n.so* > ls-l.log
and attach the file to the bug report.

Thank you for following up. It looks like all the necessary pieces are correctly installed, but for some reason the library bindings are not up-to-date. If you run the command:
sudo ldconfig
to update the library bindings, do you still see the same problem?

I ran sudo ldconfig, and I see the exact same problem.

I also ran
ls -l /usr/lib/libicui18n.so* > ls-l2.log
and did a diff between ls-l2.log and ls-l.log. nothing was different between the two files.

I then tried restarting, and opening the software-center again, but got the same crash and the same reason in the report.
