hotkey issue: win-L combination does not work for locking screen

Bug Description

For some reason win-L combination assigned to lock screen does not work. For example assigning ctrl+alt+L to lock screen does work. The hotkey configurator does indeed manage to grab the Win-L and seems to assign it correctly, however when pressing Win-L, nothing happens.

Simon: no, this is a known bug but I can't find it in my malone mailbox
right now. Several hotcuts with the windows key don't work.
