Bug Description

Binary package hint: cupsys

cupsd supports various log files (access_log, error_log, page_log) and is configured by default to log to /var/log/cups/{access,error,page}_log. By default all Linux daemons should only log the minimum necessary and use the standard syslog mechanismn.

* access_log is mostly useless and should be redirected to /dev/null
* error_log should use the syslog mechanismn.
* page_log should not be logged unless printer accounting is desired. Since most accounting packages expect the file in /var/log/cups and the original format, syslog should not be used.

However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum. http://www.ubuntu.com/support/community/mailinglists might be a good start for determining which mailing list to use.
