/etc/webmin/var-path missing

Bug Description

Found this bug while installing 3rd party modules using /usr/share/webmin/install-module.pl

/etc/webmin/var-path is supposedly created at install time. According to Jamie Cameron (maintainer of Webmin):

That file is supposed to contain /var/webmin .. but it looks like the
Webmin package you have installed didn't create it properly! My guess is
that the Debian/Ubuntu package of Webmin is sightly broken ..
