Not possible to delete sectors with & in the name

Bug Description

Go to index.php?mod=or&act=adm_sector

Create a New Organisation Sector called 'ESF13 Public Safety & Security'. In the resulting text list, select the new item, and click remove. The page reloads but the sector has not been removed. The & character is blocking the deletion of the sector.

It is only possible to delete sectors with & in the name by using phpmyadmin. Note that after clicking Remove, it is necessary to click Update to reload and show that the entry with & has not been deleted (e.g. it does disappear after the initial 'Remove' but comes back when the page is 'Updated').

This bug doesn't exist anymore, change the status to 'invalid'. Tested on Sahana-Agasti 0.9.0 (http://demo.sahanafoundation.org/agasti/trunk/www/index.php?mod=or&act=adm_sector_cr).
