nautilus can not change permissions in ssh session

Bug Description
When I attempt to change properties on a file I copied to my server with ssh in nautilus all the controls are greyed out and the message:
You are not the owner, so you can not change these permissions.
Is displayed. The user used to log into ssh is indeed the owner of the file.
Perhaps it is comparing the user id to the user id of the local user, not the one it used to log into the server as.
This worked correctly in 5.10. I just switched to Flight X (whatever was May 31st).
Also if I log into a terminal and change the permissions, and then copy the file again and overwrite the permissions are reset. This might be related (deletes, writes, believes it can't set permissions?).
This bug isn't a local security issue, but it is certainly a real security issue.
