NC avahi announcement should be unified

Bug Description

Announcements made by the NC via avahi can lend to multiple registration of the same node using the discover node function on the cluster. It seems that the same NC is sometime published as any of the following:
 - node name
 - node ipv4 address
 - node ipv6 address
This publication should be unified so that we have no risk of registering the same node twice.

I think we have a bit of work to do around our avahi announcements. Let's get this done by beta1

I don't think this is still valid in Lucid: the NC publishes itself under only the node name. Please reopen if you disagree.
