Just upgraded to lucid 10.04 on my laptop.
I receive strange borders on my notifications, will post screenshot

Thanks for reporting this, but this is intentional and not a bug. Lucid developers have decided to debug notify-osd in Lucid development versions. These strange lines and borders are meant for developers to ensure that notifications are showing correctly, and that applications are setting the correct urgency for notifications. These debugging features will be disabled before the official Lucid release.

I am marking this bug "Invalid" for these reasons.
