Popups should not disappear if the mouse cursor is over them to avoid clicking elsewhere by mistake

Bug Description

Binary package hint: notification-daemon

If there is a notification bubble I can click over it to close it, however if I move the cursor over it sometimes it closes just before I click, and I click the application under the popup, which can be undesidered.
