cpufreq reports wrong scaling_max_freq

Bug Description

Hi,
I have recently installed Kubuntu 9.10 on an overclocked Phenom II 940 computer.
The stock speed for this CPU is 3 GHz. I normally run with it overclocked it 3.6 GHz.

Unfortunately cpufreq does not seem to want to allow speeds above 3GHz even though it detects the max cpu speed as 3.6 GHz.
The available scaling frequencies appear to be correct but the scaling_max_freq is still pinned to the stock value.

Here is the output for cpu0, all of the other cores are the same. This is using the ondemand governor but all of the others seem to be the same.

Hi medius,

This bug was reported a while ago and there hasn't been any activity in it recently. We were wondering if this is still an issue? Can you try with the latest development release of Ubuntu? ISO CD images are available from http://cdimage.ubuntu.com/releases/ .

If it remains an issue, could you run the following command from a Terminal (Applications->Accessories->Terminal). It will automatically gather and attach updated debug information to this report.

apport-collect -p linux 503540

Also, if you could test the latest upstream kernel available that would be great. It will allow additional upstream developers to examine the issue. Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Once you've tested the upstream kernel, please remove the 'needs-upstream-testing' tag. I've now tested this with the latest upstream kernel and the latest Ubuntu kernel. Both of them continue to present the same behaviour.

After playing around with the latest mainline kernel some more, I noticed a new cpufreq interface called bios_limit that describes the bios reported maximum speed. According to the kernel.org changelog this interface was added to help users debug bios imposed limits. This is the root of the problem (buggy bios) so I'm now marking this bug as invalid.
