[dapper-updates candidate] Missing /var/run/openct directory after (re)boot aborts initscript execution

Bug Description
Binary package hint: openct
the debian package for openct contains the (empty) /var/run/openct/ directory.
this directory is essential for openct, and it works for debian, because /var/run/
is permanent.
but ubuntu has a tmpfs on /var/run/, thus after the first reboot the directory is
gone and openct stops working. please edit the install script to create the
directory if it does not exist (with group smart card, mode 0750 I guess).
openct 0.6.8 has an improved init script that handles ubuntu nice, so don't
worry about post dapper.
