related branches on bug page could have a + link

Bug Description
This is kindof the opposite of bug 244522.
When a bug has a linked branch, a new section appears in the bug form. But to link a branch you need to go over to the right hand side and find the action. It would be nice IMO if the section always appeared (because most bugs that get fixed will get fixed using a branch) and then the add a branch link could simply be a + to the right or left of the 'related branches' text.
