import-queue-gardener gives file path a higher priority than a manually assigned template

Bug Description

When using lp-translation-tools to manually upload translations and the file path of the .po files is not the same with the template in the database, the import gets blocked, although the correct template has been specified at upload time with lp-translation-tools-upload. When clicking on the blocked entry in the queue in order to assign template and language, both has been detected correctly already in my case. This suggests, that the fact that the source path was not the same, made it being blocked.

This may have been solved by the auto approval stuff jtv did. I shall enquire.

jtv says that the tools may not even work. Sorry to push the work back on you, but can you confirm that this bug still happens and causes grief? I can't promise we'll get to it anytime soon, but if it is old and stale, I'd love to close it.
