Shift-F10 (emulate right-click) does not work on gnome-panel

Bug Description

Binary package hint: gnome-panel

Use case: Gaby uses a Mac which comes with a one button mouse. Gaby would like to add a panel item but cannot "RightClick -> Add to Panel". Right Click emulation is to place the cursor on a spot and type Shift-F10 on the keyboard. This works in nautilus, but not on the gnome-panel.

Steps to reproduce:
1) Right-click gnome panel and observe behavior
2) Place cursor on gnome-panel and use the combination Shift-F10
Result: gnome-panel brings up the nautilus contextual menu.
Expected: gnome panel should bring up its own contextual menu
