Removing one sudo user removes the sudo privilege of another sudo user

Bug Description

To reproduce:

1. Install ubuntu, create user1 as the default sudo user.

2. From user1, create user2, another sudo user (admin user profile).

3. From user2 delete user1.

Problem: Now user2 is no longer an admin user, and the system is left with no sudoers.

I had to boot into recovery mode and do `adduser user2 admin` as I was left with no sudo user.

This may have been my fault. When I removed user1, I first ran `sudo rm -R /home/user1/` to save space, and only removed the user from `Systems->Administration->Users and Groups` afterwards. Maybe this is what caused the problem.

I've had a friend confirm a similar issue (he removed one user from the admin group, and other users were removed as well), but I never ended up having a look at his system to see what went wrong.

This was marked as a duplicate of #49815, which is it.
I'm changing both to duplicates of #26338, where there is more active discussion.
Admittedly, this bug gives a clearer statement of the problem, though the problem is broader: adding *any* user seems to strip *lots* of group info from /etc/group. See you at #26338.
