See reference Bug #15001. Fresh install of Kubuntu 6.06, AMD64 still has this problem using kubuntu-6.06-desktop-amd64.iso

After clicking on Administrator Mode and adding password, the following disabled "Administrator" screen (with red outline) appears

Thanks for the bug report. It is disabled because the packages required for this feature have not been installed yet. This is resolved by installing the samba and nfs-kernel-server packages.
