Everything is greyed out unless you have samba server installed

Probably not, if it wasn´t installed by default.
But there should be an error message saying that the samba server needs to be installed, or even better it should be installed by default since many users need to connect to windows networks.

But IMHO many users need this. There´s also no samba server in the repositories (at least I haven´t found any). It´s not good if you can´t share files with windows computers without installing additional packages.

samba *is* available from Ubuntu repository ! (check http://packages.ubuntu.com).

As it has been said, Ubuntu policy is to not open any services on network by default. Opening a service to outside requires some competences and to know what you are doing.

It works very well in nautilus (you can install samba while activating file sharing), it is more a whishlist than a bug.

Fixed.
On feisty, a message appears to let the user know that either samba/NFS need to be installed.
