Binary package hint: firefox
This is happening during ISO testing for Lucid Alpha 3.
In a fresh Ubuntu installation in Spanish, the system is completely in Spanish, but Firefox remains in English.
I will attach the installation logs.

I've just tested the image from 26/02/10: Ubuntu 10.04 "Lucid Lynx" - Alpha i386 (20100226)
and I can confirm the problem.
I've also tried to run Firefox at the Live session and the result was the same. The live session was in Spanish but the Firefox was in English.
