scons fails to detect whether liblua is installed

Bug Description

sons tests only whether lua.h exists in the default include-path, so it fails if lua needs some -I cflag,
(e.g. liblua5.1-0-dev in debian-unstable). In this case, the existences and needed cflags can asked via pkg-config.

For me, now works on debian. Do not sure what was changed.
