ctrl+shift+(X) combos not working at all

Bug Description
I have been unable to execute all three-key combinations using ctrl+shift and another key, for example creating a new folder in file manager (ctrl+shift+n) or toggling adblock (ctrl+shift+b). the system acts as though only the ctrl key is recognized in these combinations (ctrl+shift n in file manager will open a new window, like ctrl+n. ctrl+shift+b in firefox will not toggle adblock, rather just open the bookmarks panel, triggered by ctrl+b). As evidenced by the capital letters in this note, however, the shift key works just fine. I have group policy as ctrl+shift, since I need to frequently toggle between German and English keyboard layouts, and that works fine. But throw in a third key (even if the group shift policy is alt+ctrl or something else, it's the same deal), and only ctrl+shift or ctrl+(X) will be recognized, not the whole string. It works in Windows, so it isn't my hardware.
