/forcefsck is ignored in Lucid

Bug Description

Lucid-amd64, ext4 root-filesystem, grub2

creating /forcefsck is sometimes ignored and no fsck performed on next reboot.
If fsck is run however, file /forcefsck is not removed, and Lucid does not boot up correctly, so fsck is still due for next reboot.
In way the fsck is never recorded under /var/log/fsck/*

It is the latest kernel as available for Lucid.

With latest updates on Lucid, now fsck is run reliable,

but file /forcefsck is still not removed - fsck is run at every boot-up.

Things got worse with kernel 2.6.20 (fresh installation of beta2) on ext3 filesystem:

after forcing fsck on next boot either with 'touch /forcefsck' or by 'tune2fs -C <counts>' system does not boot-up to gdm at next reboot. Nothing logged, even not in /var/log/fsck/*. Ends up with black screen.

double checked with Debian-Squeeze: all ok in Squeeze, present in Lucid since alpha
