Bug Description
Since Lucid, the client preferences are on the Device List which seems like a silly design.
Since the Device list only works when connected, I can't change my preferences while disconnected.

I'm only setting this to Medium, because while it is a bug, the bw throttling settings and connect button are really only of very limited utility when you have no network connection to start wtih. :)
