Bug Description
Binary package hint: xfonts-dosemu
xfonts-dosemu installs fonts in /usr/X11R6/
$ dpkg -L xfonts-dosemu | grep pcf
/usr/X11R6/
/usr/X11R6/
/usr/X11R6/
/usr/X11R6/
when presumably it should install into /usr/share/
$ dpkg -L xfonts-base | grep pcf | head
/usr/share/
/usr/share/
/usr/share/
/usr/share/
/usr/share/
/usr/share/
/usr/share/

Effect is that xdosemu can't load VGA fonts unless manually adjusted.
This is how it looks in Debian:
$ dpkg -L xfonts-dosemu | grep pcf fonts/X11/ misc/vga. pcf.gz fonts/X11/ misc/dosemu- vga11x19. pcf.gz fonts/X11/ misc/vga- cp866.pcf. gz fonts/X11/ misc/vga10x20- cp866.pcf. gz
