I made the internal search plugin actually search tags - although it doesn't return a summary so you can't tell why a search matched.
I changed the solr plugin to make 'tags' fields 'textTight', and multivalued (on suggestion from Martyn), and the search appears to work on tags now, if slightly looser than that internal search.
