Bug Description

Version 1.3.0 of the ROHC library should install the rohctunnel tool in $PREFIX/sbin instead of the $PREFIX/bin directory as stated in the Changelog of the 1.3.0 release (https://launchpad.net/rohc/+milestone/1.3.0).

Confirmed in 1.3.0. Fixed is planned for release 1.3.1.

The problem was caused by change 133 (http://bazaar.launchpad.net/%7Edidier-barvaux/rohc/main/revision/133) that reverted change 132 (http://bazaar.launchpad.net/%7Edidier-barvaux/rohc/main/revision/132) by mistake.
