button does not become clickable until mouseover

Bug Description
if you have the mouse cursor over a button that is currently unclickable and something in the background happens that should change the state of the button to clickable, the button will not work properly until you move the cursor off the button and then back on it.
example:
run synaptic package manager
while the hard drive is grinding away immediately move the mouse cursor over the "reload" button and keep it there
when the hard drive access stops the "reload" button becomes available but you cannot click it until you move the mouse cursor off the button and then back over it
