unable to edit helps from school admin page unless I have clicked into a school

Bug Description
It seems the is_leader? filter rejects me as even though I am an admin unless I have first clicked into a school that I am the leader of.

Probably the best bet here is to just add error checking since the only other way I can think of to do this is to change the session[:school_id] parameter when you click one of the many links for each school. This will also have the weird side effect of signing you out of whatever school you are currently working on. This could be confusing.
