checkwatches is syncing debbugs comments and spamming people

Bug Description

So first, hurray that we see some life in checkwatches again. However, we're spamming developers on really old bugs linked to debbugs watches by importing comments on old bugs.

checkwatches as been disabled to stop the noise now. It needs to be re-enabled *ASAP*. We need a fix for this right away.

Obviously, Gavin knows about all this and is planning to fix this first thing tomorrow morning. I'm filing the bug simply to track the work.

Throw away outgoing emails matching a particular regular expression as
a temporary hack until the backlog clears?

@stub The backlog has probably gone out by now, and the problem was that a change made last week (by me, argh) accidentally turned on debbugs comment syncing, which should not be enabled.
