Lock Screen/Switch User can't use

Bug Description
In a system with multiple users, the screensaver unlock dialog does not permit switching users.
Steps to reproduce:
1. Lock screen.
2. Press "Switch user" button.
Expected outcome:
The login screen is presented, so that any user account can be selected.
Actual outcome:
The screen blanks for a moment and the lock screen reappears. The only way to continue is to input the password of the user that locked the screen.
Workaround:
Use Ctrl+Alt+F<x> to switch to the X session of the desired user.

I get sent back to gdm regardless of whether that checkbox is ticked.
What is supposed to happen?
