non-expanded panel changes position after re-login

Bug Description

1.Open the bottom panel's properties/general, cancel expand option and close it;
2.Logout and login again, the bottom panel is't at the bottom of the screen.

The panel appears at the top on subsequent logins

I reproduced using gnome-panel 2.14.2-0ubuntu1

I think the ostl were testing Dapper too.

quite right,Sas.All the bugs this time are found in dapper released in 1th,June.
