Bug Description
At UDS-L, there was discussion about better setting user expectations after someone files a bug. The idea is that many users file a bug as if throwing it over the wall and then wait for someone else to deal with it.
An alert should be added, similar to the "thanks for filing your bug" alert, that adds some info to better set user expectations. Something along the lines of "Ubuntu receives N bug reports a day. If you want to help this bug receive further attention, please provide X, Y, and Z." Obviously, this is just a pseudo alert, but hopefully the idea rings through.
We need to nail down what this statement should be before starting work on this. We should also just does this for Ubuntu for now, rather than worry about making this too generic. If we ever get back to bug Q&A as a story, this could be incorporated better as part of that work.

After talking with pitti on #ubuntu-devel and a pre-implementation call with intellectronica, I've decided to add an extra field on a project akin to bug reporting guidelines where a project or the distro can set the custom post-bug-filing message. This will allow Ubuntu to easily tweak the message without coming through Launchpad Bugs devs and also provide projects a way to do a nice customizable message, too.
