xfonts-wqy FTBFS due to missing build dependency

Bug Description

In dapper the program bdftopcf is split out from xutils to its own package, so xfonts-wqy FTBFS because it needs bdftopcf to build.

This new upload fixes the FTBFS bug. It also changes the installed font files from /usr/X11R6/lib/X11/fonts/misc/ to /usr/lib/X11/fonts/misc/ to adjust to the X layout change.

It builds fine now, but the new font path is /usr/share/X11/fonts/misc, /usr/lib/X11/fonts just contains symlinks.
