Resync sqlite3 3.3.7 from Debian unstable (main)

Bug Description

Please resync sqlite3 with Debian to v3.3.7 :-)

And please add a preprocessor symbol in debian/rules. I need this additional meta-data-functions of sqlite3 in some programs.

DEB_OPT_FLAG := -O2 -fno-strict-aliasing -DSQLITE_ENABLE_COLUMN_METADATA

Yes please do. I need support for "IF NOT EXISTS" in the "CREATE TABLE" statement, which is only available in v3.3.x.

Ubuntu package has no changes. Builds cleanly on Edgy pbuilder.
