change the reason about why do not enable colored prompt by default

Bug Description

Binary package hint: bash

how to replicate:
1.you have installed Ubuntu, without colored prompt
2.you see some other people use colored prompt
3.curiously, you want to enable it in your system
4.you find such a stupid comment in .bashrc:

# uncomment for a colored prompt, if the terminal has the capability; turned
# off by default to not distract the user: the focus in a terminal window
# should be on the output of commands, not on the prompt
#force_color_prompt=yes

5.you laugh at that: how stupid, what human can recognize is not "any color other than black", but "difference or variation of colors". someone knows nothing about UI is talking about UI?
6.you lose confidence in the maintainers. you say: god please let someone replace them by market, and decided not to report bash bugs anymore.
7.but it may takes years to happen, probably even after 2038 the day you gave up using linux on your 32 bit hardware. so someday you finally reported it as a bug.
8.they firstly mark it as "Incomplete", after explanation, they fix it and changed the comment like this:

# uncomment for a colored prompt, if the terminal has the capability; turned
# off by default because the default green color can makes one's eye tired,
# and the maintainer doesn't know about design and doesn't know how to find a
# color without side effect; though ls and grep already make one's eye tired,
# enable colored prompt will make it more tired; and by the old habit, the
# maintainers just don't like colored prompt and they believe most old Ubuntu
# users don't either; we know reserving our old habit is much valueable than
# caring about users from Microsoft Windows or other systems.
#force_color_prompt=yes

9.you got satisfied by the new reason. you are going on enabling this feature by your self.
10.the authors and maintainers are still doing other stupid things. and you are annoyed again and again. new users from windows are also annoyed again and again. and the ubuntu market share is below 10% for further 50 years.
11.you feel lonely in your neighborhood, they all use windows or mac

please do not let it happen. learn something if you are too stupid to make a good UI.

However, the changes you are requesting aren't really a bug and require more discussion, which should be done on an appropriate mailing list or forum. http://www.ubuntu.com/support/community/mailinglists might be a good start for determining which mailing list to use.
