I recently upgraded to Ubuntu 10.2
after doing my usual upgrade. I got an error message, and the upgrade didn't complete

This was due to a concurrent access to the debconf database. This is usually a very temporary and not reproducible situation. If you can reproduce it then use the following command to find the culprit:
fuser -v /var/cache/debconf/config.dat

I'm closing this report but don't hesitate to reopen if you can reproduce it and provide more information. Thanks.

Having some way to stop a broken install without having to close the software center would be a big plus.

I was able to install all these packages manually with apt-get after getting this error.

The command suggested by Chuck above returned no output perhaps because I successfully installed the software.
