this is it!

# Defaults for dhcp initscript
# sourced by /etc/init.d/dhcp
# installed at /etc/default/dhcp3-server by the maintainer scripts

#
# This is a POSIX shell fragment

# On what interfaces should the DHCP server (dhcpd) serve DHCP requests?
# Separate multiple interfaces with spaces, e.g. "eth0 eth1".
INTERFACES="eth0"

## esto para windows

option netbios-name-servers 192.168.131.1;

I had to add (long time ago) the netbios option for better performance on windows clients. Could this be the problem? I'll wait your coments before change it.

Please check your /var/log/syslog for errors. Your /etc/dhcpd.conf is wrong.
