Bug Description

It's not unusual that I see bugs like:

  https://launchpad.net/products/malone/+bug/52330

The bugtask should simply have been retargeted to Malone, but instead another bugtask was created for Malone, and the LP one later Rejected.

The UI should make it more obvious that you can retarget bugs to different products and packages.

Actually, if you look at that bug, that's not what happened. The bug
was originally filed on Malone, and then someone opened up a task for
Launchpad for some reason.

Bug 35246 shows an example of how hard is to find out how to re-target tasks in malone and how frustrating that could be.

The bug was initially opened on Launchpad:

But that's an aside; the point is that there are two bugtasks on two
different products--one Rejected--when it was intended to be just
one, and the limpness of our retargeting UI is the likely culprit.
