mouse over area on nav should be clickable

Bug Description
When your mouse hovers over the lower part of either the primary or secondary nav the background changes but the region is not clickable. Instead you have to move your mouse over the actual text in order to click it. This is a bit mis-leading. It feels like if the hover activates then the link should be clickable.
